On March 23, 2006 the Office of Child Support Enforcement sent an information memorandum (IM-06-03) encouraging states to send Income Withholding Orders to the Social Security Administration on pending Title II claims.  At least two states, Oklahoma and Oregon, took this encouragement to heart and are sharing their results with you.  This Web-Talk will begin by outlining the collaborative efforts between the SSA and the Oklahoma Child Support Services in the implementation of automating IWOs to SSA for pending Title II claims.  The Oregon Department of Justice, Division of Child Support, who implemented this process late last year, will then talk with you about the increased collection results of their implementation.

Child Support is one of the most performance-driven federally funded programs in the nation. Yet for many years the program was driven by complaints and telephone calls of customers. After gathering data for many years to report federal performance data, new tools and analytical processes provide information to drive program management, case management, and trends in customer payment patterns. Furthermore, the use of predictive modeling has given states a means to manage arrears which have now reached $105 billion with states collecting only $7 billion in arrears in FY 2006. Arrears have been growing by $2 billion per year and have had adverse impact upon the regular payment of child support by NCP's.

Increased growth of states' unpaid arrears also adversely impacts program performance and federal incentive payments to states. It also creates a negative perception of the child support enforcement program's effectiveness. This workshop describes the difference in reporting, statistical analysis, and predictive modeling, and provides examples of how business intelligence and predictive modeling can be utilized to improve state and local child support agency performance.

In certain situations, civil action for support is not appropriate or feasible. Both the states and the federal government have addressed these aggressive situations with the enactments of criminal statutes. The federal statute, known as "The Deadbeat Parents Act" allows federal indictment and prosecution for those individuals who avoid their obligation by crossing state lines and jurisdictions.     States are considering either replacing or substantially enhancing their legacy CSE systems to take advantage of new technologies. In order to obtain Federal financial participation (FFP) in funding this endeavor Federal regulations require states to submit an Advance Planning Document (APD) for prior Federal approval. Many states have had a turnover in staff familiar with this process.
